It’s a good start to the week for Galaxy S4 users in India. Samsung has started rolling out the Android 4.3 update for Indian customers using the Exynos 5 Octa Galaxy S4 variant. Samsung is doing the OTA update in phases, so in case you haven’t received it in the first batch, the phone will automatically download it in the next few days or you can get the update now from Samsung’s Kies software by connecting it to the PC.
Samsung started rolling out the Android 4.3 update for the Exynos 5 Octa from last week and brings in improved performance, KNOX support, TRIM support, Reading mode, Galaxy Gear support, new camera firmware and pre-loaded Samsung Wallet.

Yes same here. Also tried connecting S4 to Kies on a Mac and it says the firmware is the latest one. Any alternative method to maybe sideload the 4.3 update?

Yes, the same issue is being faced by many. You can bypass it by updating via Kies.
