Samsung recently started rolling out the update for its Galaxy S III but has kept mum on the update for the Galaxy Note II. However, if this screenshot is to be believed, 4.3 on the Galaxy Note II is not that far away. One lucky user in Jammu, India got the Android 4.3 for his Galaxy Note II after a visit to the Samsung service center. This could either be an inadvertent release by the service center or Samsung has already started seeding the Android 4.3 update for the Galaxy Note II to their service centers and will soon release it via OTA and Kies.
The build number of the firmware is N7100XXUEMJ9 with a build date of October 31 and though the changes are unknown at the moment, we expect the feature set to be similar to the Android 4.3 present on the Galaxy S4, in addition to some improvements on the S Pen front.

is this a geniune update. as checked with kies or OTA their is no 4.3 update released yet for note 2…
As the guy said, he got it from a service center. The update is not yet available as Kies or on OTA
same thing with my case, we have to check with service center once, we will get the updated status
